Insights – Reading Borough Council

The Project

Reading Borough Council face significant budget reductions in the current and future financial years and have embarked on a programme to identify savings and Transform the way the Council works. The Council has limited internal resources and required independent advice and programme support to develop and implement a transformation programme. In addition the Council required advice on alternative service delivery models as part of the efforts to identify savings and maintain service levels.

Our Contribution

Working with senior officers of the Council we developed a range of alternative service delivery models, developed a high-level approach to transformation and provided support for the implementation of the programme. Part of the role was to provide independent expert advice and support in respect of transformation options, programme structure, indicative costs and programme planning. Finally we worked with Council officers to assess risks and develop alternative scenarios and ‘plan B’ positions to ensure that savings target options  were identified.

 

Outcomes

Identified and developed overall Transformation Programme, alternative service delivery options, programme plan, costings and implementation plan. This work contributes to the delivery of a range of savings in the support service area of the Council and is a key component of the overall transformation approach being delivered.
